Single-metric rankings (defense spending, chokepoint oil transit) compare one shared, source-linked metric in one unit; category and coverage rankings are explicitly count-based; the source-quality matrices cross-tab readiness; and series-compare lines up indicator time series. None of these are causal attributions, and coverage is partial.
